Towards an understanding of the role of industry in technical regulation reform

Report points In every country the base of production and commodity exchanges is represented with standards. Technical regulation systems differ but eventually they define which standards are obligatory and which ones are voluntary. Handling of the following problems requires cooperative efforts of business and government – planning of standardization activities; – establishing of cooperation between users and manufacturers regarding new standard development and introduction; – participating in international standardization; – accelerating of new technologies introduction basing on new standard establishing. The new form of cooperation between business and government is Interindustry Standardization Councils established jointly by RSPP and Federal Agency on Technical Regulating and Metrology.
